Greater Involvement of People Living With AIDS (GIPA)
The Pondicherry AIDS Control Society is directly involved with PLHIVs and the Positive People networks, Vihaan Care & Support centres supported by NACO at various stages to strengthening HIV prevention and capacity building to the PLHIVs and conducted dissemination meeting for social welfare schemes, scaling up treatment, care and support programmes in the UT of Puducherry.
To address the grievances and issues of Stigma and Discrimination and welfare schemes, PACS coordinates with Union Territory of Puducherry Legal Services Authority (UTPLSA) and established Conciliation Cell to accessing the free legal aid support exclusively for the PLHIVs and Most at Risk Populations of Transgender (TGs), Men having sex with Men (MSMs) and Female Sex Workers. The Department of Women & Child Development, AdiDiravidar Welfare and Social Welfare Department to avail the financial assistance by way of monthly pension etc,.
Report Review Meeting with Director of Economics and Statistics (E&S) and all the Department officials along with the Study team of Madras Institute of Development Studies (MIDS), Chennai outsourced by Dept. of E&S for a study on welfare scheme implemented by various Department of in the Union Territory of Puducherry on 22/9/2022. Since, schemes for Grant of Transportation Charges to the PLHIVs, the financial assistance scheme for HIV/AIDS affected persons and the scheme of Grant in aid for the HIV Home for Children are included in to the Study.
Advocacy meeting with the Director, Planning and Research Department, Puducherry to discuss about to include the HIV/AIDS beneficiaries in the available Unified Data Hub (UDH) portal database so that our beneficiary’s details are linked with Aadhar and Ration Card in the UDH portal.
THE EXISTING SOCIAL PROTECTION SCHEMES IMPLEMENTED TO SUPPORT THE HIV/AIDS AFFECTED PEOPLE
Social protection schemes available for PLHIVs including Widow PLHIV and CLHIVs:
- Conciliation Cell : Free Legal Aid to the PLHIVs/MARPs
- “Financial Assistance for HIV/AIDS affected People”: 610 Patients an On- ART beneficiaries have availed the monthly pension through Department of Women & Child Development, Puducherry
- “Grant of Financial Assistance to poor SC/ST people for prolonged diseases of ART-HIV”
- Scheme of “The Grant of Transportation Charges to the People Living with HIV/AIDS: Transportation Charges in respect of Puducherry & Karaikal region i.e Rs.400/-each per year and Mahe and Yanam regions i.e Rs.800/-each per year have been deposited in their bank account through ECS mode.
- Grant-in-aid to Shanthi Bhawan Home for HIV Children under Child Protection Services for Vocational and Behaviour Change Communication activities of CLHIVs.
Social protection schemes available for HRGs/MARPs:
- Financial Assistance to Transgenders (TGs) as monthly pension.
- Imparting Skill Building Trainings under PMKVY with the support of Puducherry Skill Development Society: Interactive session with Bankers along with beneficiaries PLHIVs, TGs, MSMs and FSWs who have successfully completed the Skill Building Training Courses of Front Office Associate and Assistant Beauty Therapist under the Pradhan Manthri Kaushal Vikash Yojana (PMKVY).
- Schemes extended to Transgender community by District Rural Development Authority (DRDA) under National Rural Livelihood Mission (NRLM)
- Extending financial assistance by transfer of Cash through DBT mode to the enrolled Building & other Construction Workers and Unorganized workers on festival and special occasions.

614 Patients an On- ART beneficiaries availed monthly pension
- 0-59 years- Rs.1,500/-Per month X 597 persons= Rs.8,95,500 per month X 12 months = Rs.1,074,6000/-
- 60-79- Rs.2,000/-Per month X 17 persons = Rs.34,000/ per month x 12 months = Rs. 4,08,000/-
- 80 & above – Rs.3,000/-Per month = NIL.

Issue of Aadhar Cards, New Ration Cards, AAY Cards, Voter IDs, TG Card and Dry Ration have been extended for the welfare of the Sex workers in the UT of Puducherry.

- Children Living with HIV : Notified in Govt. Gazette to bring children living with or affected by HIV within the definition of “Child Belongs to Disadvantaged Groups”.
